Legislative Affairs
Jamine Dettmering, PhD, BCBA, LBA is a behavior analyst with over 20 years of experience in human services, supporting individuals across diverse populations and settings, including those with intellectual disabilities, mental illness, traumatic brain injury, and youth in foster care. She specializes in trauma-responsive, neurodiversity-affirming ABA, taking a harm-reduction approach that prioritizes client autonomy and dignity.
Jamine currently serves as a consultant in the Comprehensive Assessment and Response Training System Program at the University of Illinois at Chicago (UIC) and with BIOS ABA Consultants. She is also committed to advancing compassionate, responsive practices through mentoring BCBAs, training organizations, and presenting at conferences nationwide. Her academic contributions include teaching Applied Behavior Analysis courses as an adjunct instructor at The Chicago School of Professional Psychology, National Louis University, and UIC.
Guided by the belief that effective intervention should be as compassionate as it is evidence-based, Jamine works to ensure ABA remains a tool for empowerment and improving quality of life.
Our Mission
The Legislative Affairs Committee advocates for policies that protect and advance the science and practice of behavior analysis in Illinois. We educate and engage ILABA members, legislators, and public stakeholders to promote ethical, evidence-based services for all residents.
Current Legislative Agenda
📜 Licensure Updates: IDFPR began issuing licenses earlier this year. All behavior analyst licenses will expire 10/2025, however, IDFPR has agreed to waive the renewal fee.  No CEU’s are required for the first renewal cycle.
📜 Licensure Updates: Next legislative session, ILABA will be working to add Licensed Behavior Analyst to the Related Service Professional listing within the Corporate Practice of Medicine (CPOM) and Professional Service Corporations regulations.Â
🧠Trauma-Responsive and Neurodiversity-Affirming Practices: Promote legislation that aligns with inclusive, ethical ABA practices.
🔑 Increasing Access: Promote legislation that breaks down barriers to ABA access in Illinois.Â
